Amends the Federal Election Campaign Act of 1971 to impose certain limitations on the value of honorariums which may be accepted by an employee of a Member or committee of the House of Representatives. Prohibits such employees from having outside earned income in excess of 15 percent of their aggregate pay during a calendar year.
Sets forth a procedure to determine violations of provisions of this Act for individuals employed less than a complete calendar year.
