Authorizes the Secretary concerned of the Armed Forces to conduct a safety investigation of any aircraft accident under his or her jurisdiction to determine its cause and obtain information for the prevention of similar accidents. Prohibits the public release, or use in discovery or as evidence in a judicial or administrative proceeding, of deliberative portions, confidential information, or life science reports of such investigation.
Declares that this Act does not limit or alter the authority of the National Transportation Safety Board under other specified Acts.
Directs the Secretary concerned to prescribe regulations to carry out provisions of this Act.
