Requires an individual to be a United States citizen to be eligible for any benefits wholly funded by the Government.
Terminates any Federal assistance to any program or entity which uses such assistance to provide benefits to individuals who are not U.S. citizens.
Declares that this Act shall not apply to the eligibility of noncitizens for: (1) disability, retirement, and survivors' insurance; (2) disability and workers' compensation; and (3) veterans' benefits.
