Amends the Indian Claims Commission Act of 1946 to prohibit the Indian Claims Commission, in determining the amount of payment to be made by the United States to an Indian claimant, from setting off against such payment any money or property given to, or funds expended gratuitously for, such claimant after June 30, 1951.
