Amends the Federal Aviation Act of 1958 to increase civil and criminal penalties for violation of specified transportation safety and accident reporting laws.
Authorizes the Secretary of Transportation to assess a civil penalty for specified violations only after advising the person against whom the civil penalty is to be assessed of any charges or other reasons relied upon by the Secretary for the proposed action.
Prohibits the reexamination of the issue of liability or amount of civil penalty in any subsequent suit for collection of such civil penalty by the Secretary or the Civil Aeronautics Board.
Grants exclusive jurisdiction to the United States district courts over civil penalty actions which meet specified criteria and are initiated by the Secretary.
