National Defense Compensation Act of 1980 - Increases the pay and allowances, and certain special and incentive pays, of members of the uniformed services for pay periods beginning after December 31, 1981, 1982, and 1983.
Directs the President, in any year in which an alternative pay plan is transmitted to the Congress, to include in such plan a statement specifying the adjustments which would have been made but for such alternative plan.
