A bill to direct the Administrator of the Environmental Protection Agency to make grants to the Upper Occoquan Sewage Authority to reimburse such authority for the portion of the costs incurred by such Authority in constructing its advanced waste water treatment plant in the Occoquan Reservoir watershed area in Fairfax County, Virginia, and to pay 5 percent of the costs of operating and maintaining such plant.

Directs the Administrator of the Environmental Protection Agency to make grants to the Upper Occoquan Sewage Authority to reimburse the Authority for 75 percent of the costs incurred in constructing the advanced waste water treatment plant in the Occoquan Reservoir watershed area in Fairfax County, Virginia.

Authorizes the Administrator to make grants to the Authority to pay 25 percent of the costs of operating and maintaining such plant.
