Amends the Indochina Refugee Children Assistance Act of 1976 to include Caribbean refugee children within the coverage of such Act.
Defines "Caribbean refugee children" as children from alien families who: (1) because of persecution or fear of persecution on account of race, religion, or political opinion, fled from Cuba or Haiti; (2) cannot return there because of fear of such persecution; (3) are in urgent need of assistance; and (4) are paroled into the United States on or after January 1, 1979.
