A bill to amend title XVI of the Social Security Act to provide for the payment of past-due SSI benefits to the ineligible spouse of a deceased beneficiary, or to a representative payee of a deceased beneficiary where such payee had furnished the beneficiary with the necessaries of life during the period for which such benefits were payable.

Amends title XVI (Supplemental Security Income) of the Social Security Act to provide for payment of past due benefits to a deceased beneficiary's: (1) eligible spouse; (2) spouse with whom such beneficiary was living at the time of his/her death or last illness; or (3) representative payee where such payee had furnished the beneficiary with the necessaries of life during the period of such underpayment.
