Directs the Secretary of Transportation to designate six and one-quarter miles of highway connecting I-10 and I-65 near Mobile-Prichard, Alabama, as a route on the National System of Interstate and Defense Highways. Prohibits such six and one-quarter miles of roadway from being charged against the limitation for the National System of Interstate and Defense Highways.
