A bill to amend the Small Business Act to assist and protect small businesses and to protect small businesses against unreasonable use of economic power by major meatpacking companies, and for other purposes.
Small Business Preservation and Protection Act of 1980 - Prohibits specified activities by meatpackers respecting: (1) retail ownership; (2) annual slaughter; (3) price discrimination among purchasers in a particular marketing area; (4) below-cost sales; and (5) future livestock transactions.
Vests authority to enforce such provisions in the Administrator of the Small Business Administration. Establishes fines for engaging in such prohibited activities.
