Amends the Federal-Aid Highway Act of 1978 as regards the transfer of funds apportioned for resurfacing, restoring, and rehabilitating Interstate Highway System lanes for use on the Federal-aid primary system. Directs that the provisions of this Act shall be effective with respect to funds apportioned after September 30, 1980.
