A bill to require that a trigger price mechanism be implemented with respect to steel mill products of Japan and the countries within the European Economic Community in order to facilitate antidumping duty investigations regarding such products.
Domestic Steel Industry Protection Act of 1980 - Directs the Secretary of Commerce to establish quarterly the trigger price for each steel mill product based on the costs of producing such products in Japan and the European Economic Community (EEC). Requires the Secretary to initiate an antidumping duty investigation if imports from Japan or any EEC country are made at prices below the applicable trigger price. Requires importers of such products to present a special invoice containing such information as required by the Secretary upon entry of such products into the United States.
