Amends the Controlled Substances Act to extend the authorization of appropriations through fiscal year 1983 for the expenses of the Department of Justice in carrying out its functions under such Act.
Directs the Attorney General to make available to the appropriate State agencies descriptive and analytic reports on the actual distribution patterns in such States of the controlled substance determined to have the highest rate of abuse.
Amends the Psychotropic Substances Act of 1978 to establish criminal penalties for violations involving in excess of 1,000 pounds of marihuana. Increases the penalties for recidivists of such violations. Prohibits the suspension of sentence or the granting of probation upon conviction for such violations.
