A bill to amend title 18, United States Code, to prohibit licensed importers, licensed manufacturers, and licensed dealers from selling or otherwise transferring ownership of handguns to any persons or entities who are not licensed importers, licensed manufacturers, licensed dealers, or governments.
Handgun Sale and Transfer Control Act of 1980 - Amends the Gun Control Act of 1968 to make it unlawful for any licensed importer, manufacturer, or dealer to sell a handgun to any person or entity which such licensee has reason to know is not a licensed importer, manufacturer, dealer, or government. Defines "handgun" to mean a firearm having a barrel less than ten inches in length.
