A bill to amend the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency to promulgate rules to require the substitution of suitable materials in place of asbestos and to promulgate rules to prohibit asbestos fibers or fibers from asbestos substitutes from being released into the environment.
Asbestos Control Act of 1980 - Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency to promulgate rules to: (1) prohibit the release into the environment of asbestos fibers and fibers from asbestos substitutes, such as fibrous glass, which the Administrator determines would present an unreasonable risk of injury to health or to the environment; (2) require asbestos, asbestos substitutes and materials containing asbestos or asbestos substitutes to be marked with clear and adequate warnings and instructions with respect to their manufacture, processing, distribution in commerce, use, or disposal, or any combination thereof; and (3) require asbestos substitutes to be employed in place of asbestos in all applications and processes where feasible and practicable, provided that such substitutes present no new hazard.
