Permits the postage-free mailing of: (1) postal cards requesting absentee ballots for a State or Federal election; (2) absentee ballots and voting instructions pertaining to such ballots when sent by an election authority; and (3) absentee ballots cast and returned to the election authority.
Declares that this Act shall not apply to any mail transmitted under the provisions of the Federal Voting Assistance Act of 1955 or the Overseas Citizens Voting Rights Act of 1975.
Requires the Postal Service to make available at all post offices: (1) postal cards to be used for requesting absentee ballots; and (2) updated lists containing the names and addresses of all election agencies and their requirements for obtaining absentee ballots.
