A bill to apply duty-free treatment under certain circumstances to articles produced in the insular possessions of the United States, and for other purposes.

Amends the Tariff Schedules of the United States to exclude from the definition of foreign material, for purposes of the duty-free treatment of products of insular possessions, materials which, at the time they were imported into such possession, entered duty-free and were incorporated into such product within 18 months of importation.
