A bill to provide a voluntary system of registration for the military draft and to reinstitute a mandatory registration system whenever the President declares a national emergency with respect to a threat to our national security or there is a declaration of war.

Amends the Military Selective Service Act to establish a voluntary system of registration for the military draft.

Reinstitutes a mandatory registration system whenever the President declares a national emergency with respect to a threat to national security or when there is a declaration of war.

Subjects any person who knowingly makes, or who knowingly aids or abets the making of any false, incorrect, or improper registration to a civil penalty not to exceed $100.
