Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to enable an insured individual's spouse, who has attained the age of 50 and is not entitled to any other monthly benefits, to obtain a transition benefit for four months upon divorce or death of the insured individual. Establishes the amount of such transition benefits at 7 and 1/2 percent of the primary insurance amount of the insured individual, or if it is higher, 7 and 1/2 percent of the primary insurance amount of the spouse.
