A bill requiring the Secretary of Commerce, in each decennial census, to specify the number of aliens in each State, and providing that illegal aliens shall not be counted for purposes of the apportionment of Representatives in Congress.

Directs the Secretary of Commerce to specify, in the tabulation of total population by States as required for the apportionment of Representatives in Congress to be completed within nine months after the decennial census date, the number of aliens in each State, including a separate accounting of those aliens not lawfully present in the United States.

Provides that such illegal aliens not be counted for purposes of such apportionment.
