Authorizes the Secretary of the Army to convey to the Michigan Job Development Authority (a Michigan public corporation) the lands and improvements comprising the Michigan Army Missile Plant in Sterling Heights, Macomb County, Michigan.
States that such Authority shall: (1) construct two buildings for the United States at the Detroit Arsenal, Warren, Michigan; (2) pay to the United States relocation costs; and (3) pay to the United States any difference between the value of the property conveyed by the United States to the Authority, and the buildings constructed by the Authority for the United States.
Requires the Secretary to report to the appropriate congressional committees on such conveyance and on the agreement entered into, before the completion of the conveyance.
