A bill to provide that the Virgin Islands, Guam, American Samoa, the Northern Mariana Islands and the Trust Territory of the Pacific Islands shall be entitled to the minimum allotment provided by section 113 of the Development Disabilities Assistance and the Bill of Rights Act to assist States in placing into effect systems to protect and advocate the rights of persons with developmental disabilities.
