A bill to direct the Secretary of Housing and Urban Development, in consultation with the Secretary of Energy, to conduct a study comparing the amount of energy expended in the manufacture of factory built houses with the amount of energy expended in the manufacture of on-site built houses and comparing the amount of energy expended in the use of factory built houses with the amount of energy expended in the use of on-site built houses, and for other purposes.

Requires the Secretary of Housing and Urban Development, in consultation with the Secretary of Energy, to conduct an investigation and study comparing the amount of energy expended in the manufacture and use of factory-built houses with the amount of energy expended in the manufacture and use of onsite-built houses.

Requires the Secretary of Housing and Urban Development to prepare a report containing the results of such study and to transmit copies of such report to specified Congressional committees no later than October 1, 1981.
