A bill to require the Director of the Federal Emergency Management Agency to establish a pilot program of designing and constructing buildings to withstand nuclear explosions.

Directs the Director of the Federal Emergency Management Agency to establish a pilot program of designing and constructing buildings to better withstand nuclear explosions and minimize the damages caused by such explosions. Requires the Director to report to Congress concerning such pilot program.
