A bill to provide for the blocking of assets of any country which violates international law with respect to the arrest or detention of United States citizens, and to provide for the compensation of those citizens from those assets.

Directs the President to prohibit the transfer of all property and assets subject to U.S. jurisdiction belonging to any country violating international law with respect to U.S. citizens held illegally or held hostage. Permits such prohibition to be lifted when such individuals are released and compensated for their illegal detention. Sets forth the amount of compensation.
