Directs the President to prohibit the transfer of all property and assets subject to U.S. jurisdiction belonging to any country violating international law with respect to U.S. citizens held illegally or held hostage. Permits such prohibition to be lifted when such individuals are released and compensated for their illegal detention. Sets forth the amount of compensation.
