A bill to amend title 38, United States Code, to provide expanded readjustment benefits for Vietnam-era veterans by promoting employment of such veterans through a program of job vouchers.

Establishes a program of monthly payments (not to exceed 12 months) for non-Federal employers providing qualifying employment (as set forth in this Act) to eligible Vietnam era veterans. Sets forth such monthly pay rates.

Prohibits an employer from receiving such payments for any period in which he/she took an allowed tax credit for such employment.
