A bill to amend title 17, United States Code, to authorize the nonprofit use of copyrighted works, and for other purposes.

Authorizes the nonprofit use of copyrighted works.

Limits the exclusive rights of an owner of a copyright to for profit uses. Extends the authorization for the nonprofit use of copyrighted works beyond face to face teaching activities and beyond services at religious assemblies. Permits the nonprofit performance of a nondramatic literary or musical work in a transmission to the public.
