Establishes, for five years, a Towing Safety Advisory Committee to advise, consult with, and make recommendations to the Secretary of the department in which the Coast Guard is operating on matters relating to shallow-draft inland and coastal waterway navigation and towing safety.
Sets forth the composition of such Committee to be appointed by the Secretary, including representatives from the barge and towing industry, the offshore mineral and oil supply vessel industry, port authorities, maritime labor, shippers, and the general public.
Authorizes appropriations to carry out this Act.
