Deems any conveyance of Indian land in Seneca or Cayuga Counties, New York, as extinguishing any aboriginal title to such land, in spite of any other Federal law relating to Indian conveyances.
Requires any claim arising out of alleged wrongs involving any aboriginal title to lands in such counties to be asserted directly against the U.S. Government. Limits relief to monetary damages. Gives the U.S. Court of Claims exclusive original jurisdiction over such claims.
