A bill to amend title 23 of the United States Code relating to the withdrawal of routes or portions thereof on the Interstate System.

Stipulates that, with respect to the withdrawal of approval of any route or portion of the Interstate Highway System on or after November 6, 1978, the State concerned shall refund to the Highway Trust Fund all sums received by the State for the withdrawn route or portion of such route.
