Modifies the New Melones Dam and Reservoir project, California, to authorize appropriations for archaeological research and recovery operations.
Authorizes the Secretary of the Army, through the Chief of Engineers, to design and construct: (1) navigation improvements at Kodiak Harbor, Alaska; and (2) flood control measures on the Levisa Fork of the Big Sandy River in Kentucky and Virginia, the Cumberland River in Kentucky, and the Tug Fork of the Big Sandy River in West Virginia. States that the Congress finds that the benefits exceed the costs of the flood control measures authorized by this Act.
