A bill to amend title 28 of the United States Code to maintain the filing fee of $15 for any civil action commenced in a Federal district court relating to eligibility for or the amount of social security benefits, supplemental security income, or black lung benefits.

Stipulates that in any district court proceeding relating to eligibility for, or the amount of, benefits under title II (Old Age, Survivors and Disability Insurance) or title XVI (Supplemental Security Income) of the Social Security Act or under the Black Lung Benefits Act of 1972 the filing fee shall be $15.
