Amends the Communications Act of 1934 to prohibit any television broadcasting station licensee, any radio broadcasting station licensee, or any operator of a cable system from permitting any person to use any broadcasting station or cable system operated by such licensee or such operator for the transmission of any audio or visual broadcasting or recording of the floor proceedings of the House of Representatives, if such transmission is for the purpose of influencing the outcome of any election for public office.
Specifies that the following shall not be considered a transmission in violation of this Act: (1) a bona fide newscast; (2) a bona fide news interview; (3) a bona fide news documentary; or (4) an on-the-spot coverage of bona fide news events.
Declares that any person who violates this Act shall be fined not more than $1,000, or imprisoned for not more than one year, or both.
