A bill to amend the Atomic Energy Act of 1954 to authorize States to enter into agreements or compacts with other States for the establishment of regional disposal sites for low-level radioactive waste, to establish certain rules respecting the ownership of low-level radioactive waste, and for other purposes.

Authorizes States to enter into agreements or compacts with other States for the establishment of a system of regional disposal sites to be used for the disposal of low-level radioactive waste generated within such region.

Amends the Atomic Energy Act of 1954 to direct the Nuclear Regulatory Commission to issue rules concerning the ownership of low-level radioactive waste.
