A bill to entitle foreign-built vessels registered to certain U.S. citizens and nationals pursuant to Section 4132 of the Revised Statutes for employment in the fisheries within the territorial seas of American Samoa, Guam and the Northern Mariana Islands and within that portion of the fishery conservation zone contiguous to the territorial seas of American Samoa, Guam and the Northern Mariana Islands.

Entitles specified foreign-built vessels (owned by persons who are: (1) U.S. citizens or nationals residing in American Samoa, Guam, or the Northern Mariana Islands; or (2) citizens of the Trust Territory of the Pacific exclusively domiciled in American Samoa, Guam, or the Northern Mariana Islands) to employment in the fisheries within the territorial seas of American Samoa, Guam, and the Northern Mariana Islands and within that portion of the fishery conservation zone contiguous to such territorial seas.
