A bill to amend the District of Columbia Self-Government and Governmental Reorganization Act with respect to the borrowing authority of the District of Columbia.

Amends the District of Columbia Self-Government and Governmental Reorganization Act to extend the interim loan authority of the D.C. Mayor to October 1, 1981, or upon enactment of the fiscal year 1981 appropriation Act for the District of Columbia, whichever is later.
