A bill to amend the Federal Water Pollution Control Act to limit the exercise of the contempt powers of the courts of the United States in environmental disputes.

Amends the Federal Water Pollution Control Act to provide that the civil and criminal contempt powers of Federal courts shall not extend to disputes involving the overall effectiveness of a treatment system where an officer or employee of a State or local government is exercising good faith discretion in an official capacity.
