A bill to amend the Federal Water Pollution Control Act to facilitate contract enforcement and for other purposes.

Amends the Federal Water Pollution Control Act to authorize the Environmental Protection Agency to provide legal and technical assistance in: (1) the enforcement of contracts dealing with treatment works and (2) actions involving a serious question of effectiveness of a treatment system, posing a potential threat to public health. Empowers the Environmental Protection Agency to intervene in any civil action involving the enforcement of such contracts.
