A bill to amend chapter 21, title 18, United States Code, so as to place certain limitations on the exercise of the contempt power by the courts of the United States.

Provides that the criminal and civil contempt powers of Federal courts shall not extend to disputes involving an officer or employee of a State or local government unit, where such individual is exercising good faith discretion in an official capacity.
