Title I: Amendments to Title 11 of the United States Code - Amends title 11 of the United States Code (Bankruptcy) to correct technical errors and clarify certain provisions. Includes within such amendments revisions with respect to: (1) the applicability of specified provisions of the Code in the United States Judicial Districts; (2) the application of nonbankruptcy law concerning perfection of a creditor's security interest; (3) a definition of the term "value"; (4) notice of proceedings to a holder of a community claim; (5) the effect of a failure on the part of a governmental entity to file a timely claim; (6) executory contracts and unexpired leases of a debtor; (7) exemptions and exceptions to discharge; (8) redemption; and (9) administration.
Title II: Amendments to Other Acts - Amends the Clayton Act to exempt transactions arising under title 11 (Bankruptcy) and related cases from premerger notification. Makes technical and clarifying amendments to other provisions of law including title 28 of the United States Code (Judiciary and Judicial Procedure) and the Bankruptcy Reform Act of 1978 relating to the administration of the courts and the transition period in implementing bankruptcy legislation.
Title III: Effective Dates - Sets forth the effective dates of amendments made by this Act.
