Amends the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to prohibit any adjustments in the pay for Members of Congress from taking effect unless, during the first 30-calendar-day period of continuous session of Congress after the effective date of such adjustment, both Houses of Congress specifically approve, by resolution adopted by recorded vote, such adjustment of pay.
