Legislative Accounts Audit and Control Act - Directs the Comptroller General to conduct annual audits of any financial transaction of each Member, officer, and standing committee of the House of Representatives involving the contingent fund of the House, retroactive to 1974. Requires that each annual report be submitted to the Speaker of the House of Representatives and be available for public inspection.
