Budget Amendments Act of 1979 - Amends the Budget and Accounting Act, 1921 to require the President to differentiate capital expenditures from operational expenditures in the annual budget submitted to the Congress. Amends the Congressional Budget Act of 1974 to require the first concurrent resolution on the budget in each fiscal year to include figures on capital and operational expenses in its estimate of budget outlays.
