A bill to authorize certain additional measures to assure accomplishment of the objectives of Title II of the Colorado River Basin Salinity Control Act, and to increase the authorized expenditures ceiling for the Paradox Valley Salinity Control Unit, Colorado, and for other purposes.

Amends the Colorado River Basin Salinity Control Act to authorize fish and wildlife mitigation measures as part of the salinity control program.

Limits the construction of the Grand Valley unit, Colorado, to stage one development. Provides for further construction of such unit based on the Secretary of the Interior's assessment of stage one.

Authorizes an increase in the appropriations for the Paradox Valley unit, Colorado.
