A bill to amend the Surface Mining Control and Reclamation Act of 1977 with respect to designation of lands unsuitable for noncoal mining.

Amends the Surface Mining Control and Reclamation Act to include in the designation of lands unsuitable for noncoal mining, those areas where irreversible damage would be done to historical, cultural, or aesthetic values, and areas where mining would create an unreasonable danger to human health and property.
