Amends the National Labor Relations Act to stipulate that it is not an unfair labor practice for a labor organization to refuse to provide representation for any employee in any grievance procedure if such employee is not a member of such labor organization, unless the employee is required by contract to pay dues and initiation fees.
Allows a labor organization to agree to provide representation in any grievance procedure for an employee who is not a member of the organization and is not paying dues and initiation fees.
