A bill to provide that no agency shall issue any order or promulgate any rule or regulation which would have the same legal effect as any provision of any bill or joint resolution disapproved by the Congress during the three year period following the date of such disapproval.

Prohibits any Federal agency from issuing any order or promulgating any rule or regulation which has the same legal effect as any provision of any legislation which was disapproved by the Senate or the House of Representatives or by any committee or subcommittee thereof for three years after the date of such disapproval unless: (1) the House of Representatives and the Senate pass a concurrent resolution permitting such action; or (2) a provision of law permitting such action becomes effective.
