Trade Reorganization Act of 1979

Trade Reorganization Act of 1979 - Title I: Findings and Purposes - Sets forth congressional findings and the purposes of this Act.

Title II: Special Trade Agency - Establishes a Special Trade Agency to be directed by the Special Trade Representative for Negotiations, Enforcement, and Policy. Includes in such Agency, Offices of Trade Policy and Negotiations, Trade Administration and Enforcement, and Export Policy. Declares that such Agency shall: (1) direct U.S. participation in trade negotiations; (2) administer and enforce U.S. policy with regard to unfair trade practices; and (3) formulate the implementation of the U.S. export policy.

Title III: Trade Coordination Council - Establishes a Trade Coordination Council to advise the President concerning: (1) integration of domestic and foreign policies relating to international trade; (2) Agency functions; and (3) trade functions of other departments and agencies.

Title IV: Transfer of Functions - Transfers the Office of Special Trade Representative to the Agency from the Executive Office of the President. Transfers to the Special Trade Representative specified trade-related functions of the Secretaries of State, Treasury, and Commerce.

Title V: Miscellaneous Provisions - Sets forth administrative authorities of the Special Trade Representative. Makes provisions for personnel transfers and agency terminations. Directs the Director of the Office of Management and Budget to make additional incidental transfers necessary to carry out this Act. Requires the Special Trade Representative to report annually to the President, for submission to Congress, concerning Agency activities.
