Congressional Award Program Act - Establishes the Congressional Award Program in the United States and its territories to recognize and promote youth leadership and excellence in the areas of expedition fitness, personal creative development, and public service.
Creates a Congressional Award Board with a Director to supervise such program.
Authorizes the appointment of State award directors under this Act.
Creates three Congressional Award Medals to be awarded under this Act.
